Abstract
Public administration in the field of social protection of the population of the Republic of Kazakhstan is becoming particularly important in modern conditions, since it is through this sphere that the state's ability to ensure social stability, reduce the vulnerability of the population and maintain public trust is manifested. The intensification of digital transformation processes significantly changes the management logic and tools for implementing social policy, as a result of which social protection is increasingly viewed not as a mechanism for simple resource redistribution, but as an integrated system focused on targeting, transparency and effectiveness.
The scientific interest of the study is focused on the analysis of the impact of digital technologies on public administration of the social sphere, including the transformation of the institutional structure, decision-making processes and forms of interaction between the state and the population. Digitalization creates new requirements for legal regulation, interdepartmental coordination and evaluation of the effectiveness of social measures, which necessitates a revision of traditional management approaches.
The purpose of the study is to provide a comprehensive analysis of the state management of social protection of the population in the Republic of Kazakhstan with an emphasis on digital transformation and to substantiate ways to increase its effectiveness. The scientific novelty of the work consists in the development of an integration approach combining institutional mechanisms and digital management solutions. The hypothesis is that the systematic introduction of digital technologies contributes to the growth of targeting and transparency of social policy, increasing its overall effectiveness and sustainability.
