Abstract

Digitalization has become a global trend. Opportunities to achieve key goals of socio-economic development of Kazakhstan are associated with the development and development of digital technologies. Adequate digitalization of public administration is of fundamental importance for their implementation.

Currently, a lot of work is being done in Kazakhstan on the organization of unified digital information platforms, the use of end-to-end digital technologies. It is planned to use them in the provision of public services and control and supervisory functions based on the principles of identification and data protection, information disclosure, and the formation of «digital twins».

The pandemic regime has adapted public administration institutions to the implementation of information security projects, where certification of information systems, the introduction of artificial intelligence, big data and crowdsourcing are necessary. In addition, in accordance with global challenges, the development of digital technologies has formed the prerequisites for the transition from the «service management» model to the «united government» model.

The article presents an analysis of international indices and indicators characterizing the digitalization of public administration. The foreign experience of the introduction of digital technologies in public administration has been studied, which is presented on specific examples. The positive effects of digitalization are identified and risks are identified. The importance of the development of the «digital government» in Kazakhstan is determined.

The conducted research allows us to substantiate the conclusion that digital development will form the conditions for achieving a new high-quality public administration, its procedure and functions, stages of the management cycle, their composition and types. These transformations will develop the principle of «flexible management», increase the efficiency of public authorities, their effectiveness and provide a feedback mechanism.
