CONCEPTUAL REFORM OF THE STATE PLANNING SYSTEM OF THE REPUBLIC OF KAZAKHSTAN

Abstract

The article discusses one of the most important processes of modern Kazakhstan, particularly the transformation of the state planning system. The spread of COVID-19, geopolitical instability in the world, restrictive measures (sanctions), in a combination with a degradation in business activity observed in all sectors, have a significant impact on the global economy, including the economy of Kazakhstan. For this reason, nowadays global economy suffers from a high degree of uncertainty in the further development trajectory. At the same time, there is a wide range of global trends, which should be widely implemented in terms of strategic planning in Kazakhstan.

Accordingly, this will require a significant increase in business culture, a general increase in entrepreneurial initiative, the introduction of various kinds of innovations in all areas of the economy of Kazakhstan - from agriculture to the most knowledge-intensive and technologically complex industries. For effective coordination of all the required economic improvements, serious and deeply thought-out national and regional projects and programs on the part of the state are needed.

The crisis phenomena of the economy, observed over the past decade both in Kazakhstan and in other countries, sharply raise the question of the effectiveness of existing and future national projects and programs, the efficiency of spending limited budgetary funds, the clarity and clarity of the goals achieved.

The main principle of the new management formation of the new system of state planning will be the principle of human-centeredness.

To implement the long-term strategy, medium-term strategies are adopted, one of which is the National Development Plan, the clear guidelines of which are indicated through national priorities.

The main goals of the socio-economic development of Kazakhstan in the medium term are determined in program documents based on state funds allocated through the republican and local budgets, as well as at the expense of extra-budgetary funds.

At the same time, both central state and local executive bodies, as well as subjects of the quasi-public sector, are involved in the implementation of program documents. Consequently, the degree of implementation of program documents largely depends on the effect of the use of public funds at all levels. Taking into account the wide range of goals of state regulation and the limited resources to achieve them, in the foreground, when making decisions, the question arises of the real return of public funds and their strict use in accordance with the strategic goals of the state.
