The editors of the journal "Memlekettik Audit - State Audit" (hereinafter referred to as the Journal) may revoke (retract) the article (revoke its text). In accordance with the recommendations of the International Committee on Publication Ethics (Committee on Publication Ethics) (indicate the link https://publicationethics.org/node/19896), retraction is understood as a mechanism for correcting published information and notifying readers that the publication contains serious deficiencies or erroneous data that cannot be trusted. Data malpractice may be the result of misrepresentation or willful misconduct. Retraction of an article is used to prevent cases of duplicate publications.
The grounds for recall (retraction) are:
- detection of plagiarism in any form, including unformed citations in significant volumes, paraphrasing or appropriation of rights to the results of other people's research, as well as translation of an article or a significant part of it from already published material;
- duplication of an article (or a significant part of it) in several publications;
- detection of falsifications, fabrications or dishonest data manipulation in the text of the article;
- detection of serious errors in the article (incorrect interpretation of the results), which casts doubt on its scientific value;
- incorrect composition of the authors (those who made a significant contribution to the study are absent; persons who did not participate in the study and / or writing the text of the manuscript are indicated);
- the conflict of interests of the author and reviewers (and other violations of publication ethics) is hidden.
The initiator of the procedure for retraction of an article may be:
- the author(s) of the article, who sends a written request to the editorial office of the Journal to withdraw the article;
- the editorial office of another journal that sent an official letter or request to the editorial office of the journal "Memlekettik Audit - State Audit";
- other persons who have provided evidence of a violation of the ethics of scientific publications by the author(s) of the article (for example, participants in a conflict of interest);
- the editors of the Journal, which prepares a reasonable idea of the reasons for the withdrawal (retraction) of the publication.
The order of withdrawal (retraction) of the article:
1. After the request of the author or another person, the editorial board of the Journal appoints a commission to verify the data, taking into account all available facts and possibilities for verifying the ethics of scientific publications;2. If a decision is made to withdraw (retract) an article, the meeting of the editorial board indicate the reason and date of the withdrawal (retraction).
3. If the commission reveals the unreliability of a small part of the article (otherwise qualitative), the corrected part of the article is published in the printed issue following the meeting of the commission, indicating the error and the imprint of the corrected article. In the online version of the journal, the correction occurs by replacing the pdf-file of the article and pointing out the error in the article file itself and on its pages on the journal's website.
4. In case of serious moral damage to the parties to the conflict of interest, information about the fact of violation of scientific ethics can be transferred to the place of work of the author.
5. The editors reserve the right to decide on further cooperation with the author of the retracted article.
The reasons for making corrections to the published article are:
- detected errors that make only a small part of the publication unreliable;
- errors containing in the list of authors;
- detection of plagiarism, which turns out to be a small part of the article;
- publication of an article in another journal.
When falsified material is found in published articles, an explanation is given in the appropriate editorial comment why the article is being retracted or an apology is made, with a link to the article.
If the author finds significant errors or inaccuracies in the publication, the author must inform the editors of the journal or the publisher about this and interact with the editors in order to withdraw the publication or correct errors as soon as possible. If the editorial office or the publisher has received reasonable information from a third party that the publication contains significant errors, the author is obliged to withdraw the work or correct the errors as soon as possible, or refute the statement about the presence of errors by providing the necessary evidence to the editorial office.
