Abstract
The article discusses the features of the use of project management in the public administration system at the regional level. The relevance of the research is determined by the need to increase the effectiveness of the implementation of government programs and the transformation of management mechanisms in the context of digitalization and the complexity of socio-economic processes. The purpose of the work is to analyze the project office as a tool for the transformation of public administration using the example of the Zhambyl region. The methodological basis of the research consists of institutional, systemic and process approaches, as well as methods of comparative, statistical and structural analysis. The empirical base of the study includes regulatory legal acts of the Republic of Kazakhstan, official statistical data and reporting materials of the Zhambyl region project office. The study found that the implementation of the project office contributes to the formation of sustainable project architecture, increasing the level of coordination between government agencies and the development of digital management tools. At the same time, institutional limitations have been identified related to the insufficient effectiveness of the personnel training and certification system, as well as problems in coordinating and monitoring project activities. The scientific novelty of the study is to substantiate the role of the project office as an institutional mechanism for the transformation of public administration at the regional level, considering the empirical analysis of a particular region. The practical significance of the work is determined by the possibility of using the results obtained in improving the project management system in government agencies and developing regional policy mechanisms.
