Abstract

The article discusses methodological approaches to understanding the essence of effects in the field of state
regulation of the labor market and employment policy, as well as the problems of measuring the effectiveness of measures taken by the state in this area through the prism of external performance audit.
The 2020 pandemic significantly accelerated economic transformation processes, as a result of which the digitalization of areas of public life, new work formats, and the concept of “lifelong learning” were integrated into the modern labor market.
“Black swans” also played a negative role in the labor market: for example, the trend towards monopolization in a number of industries in the GDP structure led to an increase in the share of net profit of the corporate sector, mainly due to primary industries and a decrease in the share of wages; There is a noticeable lag in labor productivity from the real growth of household
incomes, which has led to an increase in the share of social transfers in the structure of household incomes and a strengthening of the state fiscal budget. These trends do not in any way contribute to the stated strategic goals of increasing social well-being and reducing unproductive employment.
In view of the accumulated and new problems of stability and adaptability of the labor market, new measures of state
employment policy are required. Currently, government policy requires improving the mechanisms for regulating employment between sectors of the country’s regions, taking into account modern requirements. It is necessary to actively regulate the interaction of government bodies and market economy objects. At the same time, state policy in the labor market influences the socio-economic transformations of the employed population, because the growth of unemployment, obvious and hidden, is one
of the most significant factors in economic development and social instability of society.
In this regard, there is a need for revision, analysis and search for new methodological approaches to the labor market. This article provides an analysis of modern analytical tools for analyzing the labor market (in accordance with the methodology of the International Labor Organization), and also considers the possibility of designing a summary indicator of the effectiveness
of employment policy based on economic and mathematical modeling.
